The Russian authorities are discussing the postponement for several months of the entry into force of the rules of the «Spring package» on storing user traffic, which should occur on July 1, 2018, told reporters Deputy Prime Minister Arkady Dvorkovich.

A package of anti-terrorism laws signed by the President in July 2016 (the so-called «Spring package»), including the obligation for Telecom operators and Internet companies for up to 6 months to store information about the content of the conversations and correspondence of the users, including photos, video and audio files to provide them on request of the security services. This regulation shall enter into force from 1 July 2018.

The operators stated that the implementation of the law will require huge costs and will lead to growth of tariffs. The Ministry of communications in December 2017 submitted to the government a normative act to the «Spring package», which includes storing the data traffic at first only for one month and the gradual increase in this period. The head of the Ministry Nikolai Nikiforov noted that as a result of the approximate level of costs of a major mobile operator will make some tens billions roubles.

«While a slight delay is discussed for a few months. But now we are developing the amendments until a short period», — said Dvorkovich.
