Twenty-five countries on Tuesday, joined the «International partnership against impunity in relation to the use of chemical weapons», the parties intend to coordinate the exchange of information and prosecution of all forces using chemical weapons, to the document, which extended the U.S. Department of state.

As explained in a statement, the creation of such a partnership was dictated by the fact that «the international community is at a critical stage of the struggle to uphold international norms against the use of chemical weapons».

The document notes that «the international community’s ability to prosecute those who use chemical weapons undermined». In particular, in this situation, accused the country, which has repeatedly blocked the work of the Organization for the prohibition of chemical weapons (OPCW).

There’s also clarifies that the partnership was established on the initiative of France. All 25 countries that acceded to welcome the new members of the Association.

The organization aims to support and complement existing organizations and mechanisms against the use of chemical weapons, including the chemical weapons Convention (CWC).

The efforts of the parties will be focused on «collecting and maintaining information to support efforts to bring to punishment those who are responsible for the distribution or use of chemical weapons,» «facilitating the exchange of information with States parties and international or regional organizations», «publication of the names of persons, organizations, groups, or governments, placed under sanctions for their involvement in the acquisition or use of chemical weapons»; «strengthening the capacity of States parties to prosecute those involved in the use of chemical weapons»; «support when necessary common positions on existing forums concerning the use of chemical weapons» including the UN.

Russia on Tuesday in the UN security Council made a proposal to create the international mechanism of the UN to investigate the attacks using chemical weapons in Syria and elsewhere, according to a draft UN security Council resolution issued on Tuesday.

Permanent representative to the UN Vassily Nebenzia at the meeting of the UN security Council said Tuesday ahead of the dissemination of the document, which Russia proposes to create a new international investigative body to investigate the use of chemical weapons and has prepared the relevant draft resolution.

The US opposed the proposals of the Russian Federation on the establishment of a new mechanism of investigation, but is ready right now to restore the Joint UN-OPCW on the investigation of cases of use of chemical weapons (CMP), said the U.S. permanent representative to the UN, Nikki Haley.

It also directly accused the Russian Federation in the obstruction of the work of the OPCW by Russia. Nebesa, in turn, stressed that Russia insists on the contrary on the gain control, which must be real, with the presentation of evidence, departure of experts into place. And the existing order in the OPCW, he said, to ensure this can’t — which is why Russia went for the non-renewal of the mandate of the CMP.

The joint UN-OPCW on the investigation of cases of use of chemical weapons (CMP) in Syria on October 26, presented to the UN Security Council a report on the incident in Khan Sheyhun 4 April 2017 and Umm Hosh on September 15-16, 2016. SMR experts concluded that in the first case, government forces had used sarin, in the second, the militants* used mustard gas. The Russian side is convinced that the report is based on dubious facts obtained «from outside».
