In Russia intend to restrict anonymous electronic payments, the relevant agencies are preparing amendments to the legislation, the newspaper «Kommersant».

Earlier, the government instructed to assess the feasibility of the prohibition of the transfer of funds to the non-personalized electronic means of payment (NAPS) — e-wallets and pre-paid cards — without using a Bank account.

NAPS do not require customer identification at the opening. The method of transfer of funds to them up to 15 thousand rubles is not limited.

The question is being discussed by the Ministry of Finance with the participation of the Central Bank, Rosfinmonitoring, Ministry of justice, Ministry of economic development. The views of officials regarding the prohibition went. After the meeting in December 2017, the Finance Ministry has proposed to continue the discussion at the site of the government apparatus. According to the newspaper, disagreements arose between the Bank of Russia and Rosfinmonitoring.

So, the Central Bank believes that the proposal should be supplemented with a ban on cash withdrawals with e-wallets and prepaid cards. The bill was introduced in the state Duma last fall. Rosfinmonitoring proposes to prohibit anonymous wallets and card completely, that is, to introduce a mandatory, albeit simplified identification. «We see the use of the same anonymous wallets to Fund terrorist, extremist and illegal activities», — said the newspaper, state Secretary of Rosfinmonitoring Paul Livadny.

The Central Bank believes the service’s position overly rigid. According to the interlocutor of the newspaper familiar with the position of the Bank of Russia, the Central Bank assured that the introduction of compulsory identification for NACP will lead to the transition of the population on cash payments. In a press-service of the Central Bank said only that «the question of the amount of change of the legislation in this area discussed at the moment».

Experts note that even the original version, including a transfer of funds to NASP only through Bank accounts, will hit the market, and tightening offered by the Central Bank and Federal financial monitoring service, could even destroy him, the newspaper said. Despite the protests of participants of the market, according to the publication, in the near future, Rosfinmonitoring and the Central Bank plan to develop a common position, and then begin implementation of the project.
