The head of the presidential Council on human rights Mikhail Fedotov believes that the case of the head of the Chechen branch of the human rights centre «memorial» Ouba Titieva is worth investigating in Moscow.

Titiev was arrested in Chechnya in mid-January on charges of drug possession. He is charged with illegal possession of 180 grams of marijuana (a big party) and faces up to ten years imprisonment with a large fine. Titiev not guilty and submitted an application to the regional Department of the RF IC on the prosecution of police officers allegedly threw him in the car a package of marijuana.

«I was very wary of a series of crimes committed recently in the North Caucasus in relation to the same human rights organizations – human rights center «memorial». I believe that the investigation of the case against Ouba Titieva exactly the same as the preliminary examination in his statement that the drugs he was planted, so that these two cases were investigated in the Central apparatus of the Ministry of internal Affairs and SK», Fedotov said on the sidelines of the plenary session of the Council of judges of the Russian Federation.

The HRC previously asked the head of the Investigative Committee of Russia Alexander Bastrykin to review the circumstances of detention, as human rights defenders was reason to believe that the detention Titieva might be related to his human rights work, and drugs in his car could have been planted to compromise.

After the arrest Titieva in the office of the Ingush branch of the «Memorial» in Nazran there was a fire that burned down a few computers and furniture. Upon the incident criminal proceedings were instituted under article about deliberate destruction or damage of property by arson, which provides till five years of imprisonment. The Prosecutor of Ingushetia has taken control of the investigation of the criminal case.

On Tuesday, the lawyer Pyotr Zaikin, representing the interests of the head of the branch of the organization in Grozny, told RIA Novosti that the human rights organization was set on fire yesterday in Makhachkala. This car traveled to Chechnya, the lawyer who was supposed to take part in investigative actions on the case Titieva. At the same time, the interior Ministry and the emergencies Ministry of Dagestan arson is not confirmed. As reported by RIA Novosti later that day a member of the Board of «Memorial» Oleg Orlov in connection with the arson of the car of the human rights center appealed to law enforcement agencies.
