The state Duma Committee on natural resources, property and land relations recommended the lower chamber of the Parliament adopted in first reading a bill allowing citizens to freely collect wood for their own needs.

The document, introduced by a group of deputies and senators, include dead wood (dead trees or portions of them lying on the ground) to non-timber forest resources. Making appropriate changes to the Forest code gives citizens the opportunity to carry out logging and collection of fallen trees for their own needs in the procedure established by the law of a constituent entity of the Russian Federation.

For consideration by the Duma of the document will be submitted on 7 February, told RIA Novosti the Chairman of the Committee Nikolay Nikolaev.

He noticed that the billet of wood a population has in its legal nature, the significant differences from wood harvesting by citizens for their own use under the Forest code. «The harvesting of dead wood is carried out by collecting this species of forest resources and is not related to logging of forest plantations and logging works», — said the Deputy.

«Thus, harvesting of wood by citizens should be provided by the civil legislation the legal regime of collecting things that are similar, for example, the harvesting (collecting) firewood, provided for in articles 32 and 33 of the Forest code. This is the approach proposed by the draft law and conceptually supported by the government of the Russian Federation», — said Nikolaev.
