The state Duma ratified the Protocol on amending the agreement between Russia and Iran on legal assistance and legal relations in civil and criminal matters of 5 March 1996.

The Protocol was signed in Moscow on 28 March 2017 in order to improve Russian-Iranian cooperation in the framework of the agreement between Russia and Iran on legal assistance and legal relations in civil and criminal matters, concluded in Tehran on March 5, 1996.

The document is aimed at bringing the agreement in line with modern Treaty practice, as well as to facilitate the interaction of the competent bodies of the Contracting parties in its implementation. The Protocol modernizes several provisions of the Treaty and complement it with the changes that occurred in the Russian and Iranian legislation, reads the explanatory note.

Thus, article 5 of the Protocol provides for an exception from the Treaty’s articles 27 and 28, governing the legal relationships of the Contracting parties in terms of adoption, because the institution of adoption in the Iranian legislation does not exist, the document says.

The implementation of the Protocol will not entail additional outlays from the Federal budget, stated in the explanatory Memorandum.
