The international Committee of the Federation Council at session on Monday recommended the house to ratify the agreement with Iran on the transfer of sentenced persons.

The document was signed in Moscow on 28 March 2017 for development of the international legal framework of Russian-Iranian cooperation on the transfer of persons sentenced to deprivation of liberty and would contribute to the protection of the rights and legitimate interests of Russian citizens, the document says. Senators plan to consider the agreement at the plenary meeting on January 31.

In accordance with the document, the person sentenced to imprisonment in the territory of one party may be transferred to the territory of another party to serve his sentence in the state of his nationality. In this case, the receiving state ensures the continuation of the punishment in accordance with its legislation.

The agreement does not affect the matters governed by the Treaty on the Eurasian economic Union, and is not contrary to other international treaties of the Russian Federation. Its implementation will be carried out at the expense of budget allocations envisaged in the Federal budget of the respective departments.

As the Deputy head of the Ministry of justice Maxim Travnikov, Russia in places of deprivation of liberty is 12 Iranian nationals, some of them have asked about gear. «One of our citizens serving a sentence in Iran only one, but he has not yet applied,» said herbalists.

In addition, herbalists provided the senators a Treaty on making changes to the current Protocol between Russia and Iran on legal assistance, which was also supported.

Herbalists reported that the document cites the old Treaty of 1996 into line with modern Treaty practice, and some obligations on the Russian Federation, in particular, with regard to the death penalty. In particular, increased the number of grounds for preventing extradition, and clearly stated that the issue is not to be imposed on persons if they face the death penalty.
