The draft law on the regulation of innovative products with nicotine account for the fundamental differences between such products from traditional cigarettes, and offer document measures to limit sales and use of new products are balanced, said RIA Novosti the representative of the tobacco company JTI Russia.

The Ministry of industry and trade of the Russian Federation on Monday issued a draft law on the regulation of innovative methods of Smoking, including electronic cigarettes and nicotine heating tobacco. In particular, the Ministry proposes to prohibit the sale of such devices to minors, and to restrict the list of places where acceptable alternative Smoking. So, Smoking electronic cigarettes will be impossible to transport and elevators.

«We commend the introduction of this bill, because it takes into account the fundamental differences between innovation-nicotine products from traditional tobacco products and establishes a legal framework for integrated management of the existing products on the market, and those that may appear in the near future, including technical requirements,» — said the representative of the company.

«We support a ban on the sale of innovative products to minors, we believe the proposed balanced measures to limit sales and use of new products,» — said in JTI.

Another proposal of the Ministry of industry and trade prescribed in the bill is to introduce the accounting of the production and import-nicotine products and devices alternative to Smoking, wholesale and retail trade, tracking the turnover of production equipment on the basis of customs and tax accounting, and marking systems-nicotine products and their own systems of accounting for manufacturers.

JTI is noted that the introduction of labelling new products might allow out of the market, artisanal producers. «On the other hand, still looks uncertain technical feasibility of this proposal,» — said the representative of the company.
