A group of deputies from «Fair Russia» in the Duma introduced a bill on the introduction in Russia two-level progressive scale of tax on income of physical persons (NDFL), it follows from the database of the lower house of Parliament.

The authors of the legislative initiative of Sergey Mironov, Mikhail Emelyanov, Olga Epifanova, Valery Hartung, Oleg Nilov, Alexander Remezkov and other SRS. «The purpose of the bill — smooth reduction of excessive income gap between the richest and the poorest segments of the population», — they explain.

The bill retains the current rate 13% tax on personal income tax for income up to 24 million rubles a year and sets up 18% on income in excess of 24 million rubles.

The developers note that under the bill gets a small group of taxpayers a little more than 20 thousand people, according to 2015, «but the amount of their income is highly significant and exceeds 4 trillion rubles».

«The introduction of increased rates for this category of taxpayers will increase tax revenues by 200 billion roubles. A small number of taxpayers and large financial flows that it is possible to track, will allow the tax authorities is relatively painless to adapt to the new conditions,» say the SRS.
