A new international agreement on regulation of migration should not be binding, the head of the Duma Committee on civil society development issues, public and religious organisations Sergey Gavrilov. He reported about it to journalists following the results of parliamentary hearings on migration at the UN.

The new York Declaration on migration was adopted in 2016. According to the document, by 2018, should be adopted a global instrument to respond to the problem of mass movement of refugees and migrants.

Gavrilov noted that Moscow welcomes the global approach to the regulation of migratory flows. This question concerns Russia directly. The last five years, the country annually receives 17 million people. However, the international Covenant for the orderly and regular migration, according to Gavrilov, «should not be binding». «Must be the voluntary nature of self-report, some countries can take some commitment, but it should not be a tool to put pressure on national governments and national parliaments from the point of view of defining criteria of migration, measures of migration and possible changes of national legislation and political regimes in these countries», — said the MP.

The voluntary nature of the agreement, according to Gavrilov, only will provide the document with broad support.

Last year, the US administration has decided to discontinue participation in the development of an international instrument on migration to be adopted in 2018.

«If the agreement is not to be an authoritative, binding, it will create an opportunity for the US delegation to resume participation in the Treaty. It is better to go on the way of harmonization of relations, taking into account each other’s positions,» — said the head of Committee of the state Duma.
