Legal responsibility for chemical weapons destruction in Russia it is the Organization for the prohibition of chemical weapons (OPCW), which provided and controlled the work of the inspectors, said the presidential envoy in the Volga Federal district, former Chairman of the state Commission on chemical disarmament Mikhail Babich.

«Legally this is the responsibility primarily of the OPCW, which is fully ensured and controlled the work of the inspectors,» said Babich in an interview with RIA Novosti.

«Another very important point: over the entire period of the destruction of chemical weapons – it turns out almost 20 years, the OPCW has conducted 811 international inspections. Each of the seven objects were subjected to inspections from 100 to 170 times during this period. 811 international inspections – this is the question of how could something be overlooked, not controlled and could someone somewhere something to Snitch.
