The Commissioner for human rights in the Russian Federation Tatiana Moskalkova requests the authorities to give its staff the right to inspect places of detention, as reported in its annual report published on the website «Russian newspaper».

«It is important to give the Ombudsman additional powers in the consideration of citizens’ complaints, including on behalf of the Commissioner to carry out checks and to visit places of detention,» — says Moskalkova in the report.

It also said that in 2017, almost twice increased the number of complaints to the Ombudsman about living conditions in temporary detention facilities and pretrial detention centers.

A significant portion of the complaints submitted to the Commissioner on the conditions of serving the punishment in places of detention, according to a report connected with improper condition of the premises, quality of food, failure to meet minimum sanitary area in the premises, the deplorable state or even the lack of equipment and bedding and other household issues.
