The Commissioner for human rights in Russia Tatiana Moskalkova considers it necessary to expand the competence of Ombudsman in Russia, including providing for the right to instruct the staff check on the complaint and related activities, report of the Commissioner, published on Monday on the website of «Rossiyskaya Gazeta».

So, the Ombudsman offers Parliament to form a working group with her. The aim of this group should be to develop legislative amendments «aimed at improving the legal status and the extension of the competence of the Commissioner for human rights in the Russian Federation, including granting the Commissioner the right to designate a member of his staff to carry out checks on complaint and related activities», indicated in the report.

Along with this Moskalkova proposed that the Board of the Federation to develop and submit to the state Duma a draft Federal law «On General principles of organization and activities of the Plenipotentiaries for human rights in constituent entities of the Russian Federation».

It is also proposed to hold a joint meeting of the Council under the Chairman of the Federation Council and the Board of commissioners on human rights, dedicated to the 70th anniversary of the universal Declaration of human rights.

In addition, the Ombudsman recommends «to hold parliamentary hearings with the participation of Commissioner for the strengthening of guarantees of the rights and freedoms of man and citizen in the context of the 25th anniversary of the Constitution of the Russian Federation».
