The Commissioner for human rights in the Russian Federation Tatiana Moskalkova proposed to the Federation Council to create a working group together to develop a bill that defines the maximum period of detention.

«Let’s create a joint working group and develop such a bill, he really needs people,» — said Moskalkova on Tuesday at the expanded session of the Federation Council Committee on constitutional legislation and state construction.

Earlier in the meeting, the Ombudsman said that more than 900 million rubles paid to citizens whose rights have been violated during the criminal procedure, in 2017 by the decision of the European court of human rights (ECHR).

She also reported that her camera last year received more complaints about violations of human rights in this area than in previous periods. It highlighted the complaints concerning the length of stay of the accused in custody, which is not regulated by Russian legislation.
