Discussion about the division of the Ministry of education and science of the Russian Federation on the two offices were held over the last few years, a decision that has been taken today by President Vladimir Putin, appropriate, and long overdue, according to respondents RIA Novosti experts.

On Tuesday, Russian President Vladimir Putin signed a decree according to which the Ministry of education is divided into two departments: the Ministry of education and Ministry of science and higher education. «The decision is really overdue, modern pedagogy has expanded the range of challenges it faces, challenges. On the other hand, that is connected with higher education, science, technology – it also requires a separate regulation. Here we are talking, primarily, about the task to be globally competitive. That is, such a division is quite appropriate,» — said the Agency Director of the Institute of education development HSE Irina Abankina.

Deputy scientific Director of the HSE Lev Lyubimov also welcomed the decision and expressed hope that it will allow you to pay much more attention on school and preschool education.

«The main impact is the impact of pre-school education. The fact that these departments have shared, I think it’s normal. At least maybe they’ll focus on the school», — the expert believes.

In turn, the scientific Director of the Center of education quality monitoring, education Institute, higher school of Economics, former Deputy head of the Ministry of education Viktor Bolotov stressed that the extent to which these agencies will be effective, depends on assignment, which are expected in the near future.

«This situation is not new. In the 1990-ies, when Russia emerged from the Soviet Union, there were two ministries: education and the state Committee for science and higher school. In this sense there is nothing new. However, the pros and cons of a particular configuration, in my opinion, depend on the first people — from those who will lead the Ministry of education and the Ministry of science and higher education,» he said.

Rector of Moscow state pedagogical University (MSPU) Igor Remorenko drew attention to several challenges that will require explanation.

«It turns out that the regulation of competencies in the training of highly skilled professionals (i.e. offer vocational education) will be one authority to be and regulation of the competencies of training specialists in higher education — other Agency. I think there is a need to explain why professional education is broken. And the second question: if we call the office of the Ministry of education, meant that it should regulate education, and culture. Here, the culture is not under the authority of the Ministry of education. That is what this refers to?
