Banks and operators of payment infrastructure services from 1 July will be required to report to the Bank of Russia on the economic consequences of hacker attacks, said the regulator.

«The Bank of Russia from July 1, 2018 changes for banks – operators on money transfer operators and payment infrastructure services in the form of reporting on events related to violation of information security when transferring funds. Statements are excluded from technical indicators about the ways and causes of incidents in the field of cybersecurity. When one introduces the economic indicators that characterize the consequences of these incidents for operators and their customers», — stated in the message.

In particular, the operators will inform the Bank of Russia about what amount during the reporting period, the attackers attempted what amounts to steal, what is the amount of the stolen funds returned by the operator to its customers. As the regulator, it is the last figure will allow the Central Bank to assess how well operators perform the obligation to refund to its customers the stolen money.

In addition, the new reporting form indicators of the continuity of the provision of services for transfer of funds when carrying out a computer attack.

«Changing forms of reporting will improve the accuracy of the data about events related to the violation of protection of information when implementing money transfers, more effectively monitor risks of operators on money transfer and payment infrastructure services. In addition, the information they provide will more accurately assess the quality of risk management systems and capital of credit institutions and banking groups», — the message of the Central Bank.
