The ex-Minister of Khabarovsk Krai will spend in prison for 5.5 years

Judicial Board on criminal cases of the Khabarovsk regional court has left without changes a sentence to the former Minister of construction of Khabarovsk Krai Andrei Popov, who was sentenced to 5.5 years in prison for abuse of power and misallocation of 750 million rubles of budget funds, according to the district Prosecutor’s office on Thursday.

Earlier it was reported that in February 2018, the Central district court of Khabarovsk recognised Popova guilty of excess of powers of office with causing of heavy consequences and sentenced to 5 years 6 months of imprisonment in a penal colony, and also deprived him for 2 years the right to occupy certain positions.

The court found that the priests alone took the decision about the mass construction at the expense of the regional budget of housing for orphans in the village of Peace near Khabarovsk. However, in the area the apartments were in need of three people. In addition, in 2013-2014, he wrongly concluded with «Kapitel» the number of state contracts for the construction of apartments for children-orphans and persons with disabilities and not providing adequate supervision. The work was paid for but not completed in time.

Popov’s actions resulted in a violation of the rights of orphans to receive free housing as well as inefficient spending of budget funds amounting to more than 750 million rubles.
