Future reform requires the abandonment of the existing scoring system of calculation of pensions, said Deputy Prime Minister Tatyana Golikova in the program «Sunday night with Vladimir Solovyov» on TV channel «Russia 1».

She noted that from 2019 in accordance with the new decisions, the amount of the pension shall be not less than 40 percent of lost earnings.

«It can not be considered as the average temperature in the hospital: that is, the average salary, which, for example, has developed in the economy over some period, attributed to the average pension, which formed all pensioners. This individual calculation. We prepared this calculation to present to our society once will take appropriate decisions,» she said.

«The new infrastructure»

Instead of the current system the government is developing a new mechanism for the formation of pension savings, said Deputy Prime Minister.

«I must say that what has been accumulated by citizens, it will remain. And now will in some ways, I think, modified the ideology of how to work with pension savings that have already been transferred to private pension funds», — said Golikova.

In addition, the authorities are working to improve the system of recruitment. Soon, the Fes will take action against employers who try to dismiss a person before retirement or not hired because of age.

«The Prime Minister has already instructed Rostruda to prevent such cases and conduct appropriate control and oversight activities that apply to their direct competence,» — said Golikova.

«Everything will remain as is»

He also said that the future law will not affect the interests of pensioners and the military.

«They all will remain as it is. If they are already retired, their pension will rise. If working, they get paid, and we will keep the wage level achieved in the corresponding indexing for inflation. For those who will be a transitional period for them, too, the pension will grow at the same rate, as laid down now,» she said.

Golikova also noted that the reforms do not apply to workers in hazardous industries, social pensioners, mothers of large families and pensioners Chernobyl.

Pension reform

On Thursday, Prime Minister Dmitry Medvedev said that Russia’s government proposes to raise the age of retirement to 65 years for men and 63 years for women.

Now the standard age of retirement in Russia is 60 and 55 years for men and women respectively prescribed by law the retirement age established in the 1930-ies. The question of raising the retirement age has been discussed for quite some time. The need for this is caused by growing life expectancy and the inability to provide a decent pension in circumstances when the number of employees in the country decreases, while the number of pensioners, by contrast, is growing. Today, in most countries the retirement age is 60-65 years.
