Date of consideration by the government of the Russian Federation of the upcoming changes in pension legislation coincided with the opening day of the world Cup on June 14, there was no special intention, said the first Vice Premier, Finance Minister Anton Siluanov.

«You know, I also hear in the press such claims that it was specially podgadali. I assure you, as a direct participant of all events on the development of the pension changes that we had originally planned to go with our proposals for a package of changes, including taxes, for the budget, the pension system, a few earlier,» he said in the program «Pozner».

The Russian government considered and supported the bill to raise the retirement age in Russia 14 June – the opening day of the Moscow world Cup, which started the match Russia – Saudi Arabia. The match ended with the victory of the Russian team with the score 5:0.

According to Siluanov, the overlap of these events is random: the authorities were going to consider these changes before then, but certain moments in the texts of the documents had long «to oshlifovyvat». A long discussion

The question of raising the retirement age in Russia was raised ten years ago, the Minister reminded. «And still talking about this, my predecessor, the Minister of Finance Kudrin. «You know, before the presidential elections, the economic bloc still talking about it. We are a little, maybe seeing more of our colleagues from the social unit, if we talk about the edges of the government,» the Minister continued.

The government has proposed to raise the age of retirement in Russia from 60 to 65 years for men and from 55 to 63 years for women. The process will begin in 2019 and will be gradual: it will take 10 years for women and 5 for men.

The bill of the Cabinet noted that this initiative will create the conditions for annual indexation of pensions above the rate of inflation in balance and long-term financial sustainability of the pension system of the Russian Federation as a whole.

The basis for such proposals, according to Siluanov, the projections on the demographic situation and the level of pensions in the long term. «We see that without change, without the adjustments of the pension system it is not the level we expected, which is decent for a person who has worked all his life and retired,» said Siluanov.

Necessary measures

The Finance Minister acknowledged that without further clarification, at first glance, the proposals of the government may seem complex and unpopular. «But I think, just need to clarify, in General, for whom it is done and why it is done», he added, noting that all these measures are aimed at increasing pensions to a level that is able to provide a decent life for the elderly.

Siluanov said that by the end of 2024, the average pension will not 14,414 thousand rubles to 20 thousand rubles. «This is a significantly higher rate than could be and than it was the previous year,» he explained.

Earlier, the head of the accounts chamber of the Russian Federation Alexey Kudrin said that raising the retirement age would yield savings to the budget of the Russian Federation in 2024 1 trillion rubles a year, a significant portion of these funds, the authorities will direct on increase of pensions.

Now the standard age of retirement in Russia is 60 and 55 years for men and women respectively prescribed by law the retirement age established in the 1930-ies. The question of raising the retirement age has been discussed for quite some time. The need for this is caused by growing life expectancy and the inability to provide a decent pension in circumstances when the number of employees in the country decreases, while the number of pensioners, by contrast, is growing. Today, in most countries the retirement age is 60-65 years.
