The state Duma adopted in the second reading the draft law on improvement of taxation in the Crimea, which is exempt from personal income tax revenues of the Crimean people in connection with the forgiveness of their debts for the loans taken in Ukrainian banks before the entry of the Crimea into the Russian Federation.

Written off debts of inhabitants of the Crimea, before the Ukrainian banks are to the economic benefit, and, therefore, under the Tax code, should be subject to personal income tax at a rate of 13%. However, this is not consistent with the purposes of the law on the repayment and settlement of the debt of the Crimean people-borrowers, said informed RIA Novosti the first Deputy Chairman of the budget Committee Gleb Khor. They get nothing, but in fact it is their income formally, he said.

The choir is reminded that under the act, the depositors protection Fund is entitled to cancel the debt of the Crimean people to Ukrainian banks. And with the forgiveness of debt on principal outstanding and interest are taken off duty and on their return. «As a result, the borrower and there is the so-called economic benefit that is subject to taxation,» — said the first Deputy Chairman of the budget Committee.

Note, however, that after the reunification of the Crimea with Russia in 2014, the Ukrainian banks have left the Peninsula, while refusing to return the deposits of the Crimean people, and most of their debts sold to collectors. In connection with this and had to pass a law that allowed for the collection of such debts only Russian collectors and only with the participation of the Fund of protection of depositors, if the debtor did not want to deal with collectors, stated the Deputy.

The document also provides for members of the free economic zone (FEZ) in the Crimea, the possibility to apply reduced rates of duty only in respect of the profits obtained during the implementation of the investment project on its territory. On insurance premiums provides for the application of a reduced rate in the amount of 7.6% set for participants of the SEZ, only in respect of payments and other remuneration accrued in favor of individuals involved in the implementation of investment projects in the SEZ.
