The Commissioner for human rights in Russia Tatiana Moskalkova in favour of improving the living conditions of prisoners with disabilities within the framework of the concept of development criminally-Executive system of the Russian Federation until 2020, says the report, prepared for the report on the fulfillment of Russia’s obligations under the Convention against torture and other cruel, inhuman or degrading treatment and punishment.

«The initiative of the Commissioner for clarification of the concept of development criminally-Executive system of the Russian Federation up to 2020 in terms of creating improved conditions for maintenance of disabled persons and persons not able or partially able to maintain himself independently, was supported by the state. However, the practical implementation of the Concept requires further work. It is necessary to improve living conditions, to improve and to create additional conditions for the transfer of this circle of persons», — stated in the document published on the website of the Ombudsman.

In addition, a separate approach, in the opinion of the Ombudsman requires the maintenance of the mentally ill individuals in inpatient settings, including psychiatric hospitals of the specialized type with intensive supervision of the health authorities.

The document States that, despite the absence of patient complaints, the Ombudsman conducts regular inspections of such institutions, including with the participation of representatives of their staff.

«In their course revealed a number of problems, in particular, there is no uniform house rules, no public service of protection of the rights of patients in psychiatric hospitals, the creation of which is stipulated by the law «On psychiatric care and guarantees of citizens ‘rights in its provision», the report says.
