The state Duma at plenary session passed the third final reading the law on the study of native languages.

Now the citizens will have the choice of what kind of language as their mother they will be able to learn. This will allow to guarantee the rights of students who have no native language other than Russian. Also stipulates that the Federal state educational standards of preschool, primary General and basic General education should provide learning native languages, including Russian and state languages of the republics.

The draft also establishes the rule of «free choice of language of education» a child in school and in kindergarten at the request of parents.

Before considering the first reading of the draft law provoked criticism, especially from the ethnic regions. The main concern was due to the fact that the study of the languages of the republics is optional that, according to critics, can lead to loss of the linguistic identity of the republics.

Protection of the rights of Russians

According to the Chairman of the expert Council AISI Gleb Kuznetsov, the document protects the rights of those people who live in republics, but do not belong to the titular nation. He stressed that the law protects the right of citizens to their native language.

The expert said that no-one denies the Tatars or Yakuts to learn their language, no one restricts their rights. In his opinion, it is about the fact that people can choose their native language Russian and live in the space of the Russian language.

«And no one can get to learn the Tatar language, if people do not want it. He can choose Russian or another language from among the languages of the peoples of Russia», — said the expert.

However, due to the large resonance, which caused the bill, during the preparations for the second reading was organized the discussion with the representatives of the republics, the Ministry of education and Rosobrnadzor. This allowed us to find a balance between the right to the choice of the target language and the need to ensure the preservation of native languages and the languages of the republics.

At the same Russian language as a subject will remain compulsory for study in the entire state.

«This bill is not about languages, but about forced to study unnecessary language. It concerns violence against people, that is, and Russian language remains as it is required to study throughout the Russian Federation as the state language, and native languages remain. Simply a choice,» — said Kuznetsov.
