Deputy foreign Minister of the Russian Federation Alexander Grushko discussed on Wednesday with American experts on arms control a means of preventing dangerous military incidents and the situation around the Treaty on measures for the further reduction and limitation of strategic offensive arms (start Treaty) and the Treaty on the elimination of intermediate and shorter-range missiles (the INF Treaty), the Ministry of foreign Affairs of the Russian Federation.

«There was a detailed exchange of views on topical issues of strategic stability with a focus on the analysis of the situation around the Treaty on measures for the further reduction and limitation of strategic offensive arms (start Treaty) and the Treaty on the elimination of intermediate and shorter-range missiles (the INF Treaty). We also discussed ways of preventing dangerous military incidents,» — said in a statement on the foreign Ministry website.

A group of us congressmen visited Russia on 30 June and held a number of official meetings in St. Petersburg. The American delegation was received by the Minister of foreign Affairs of the Russian Federation Sergey Lavrov and the two chambers of the Russian Parliament. As reported to journalists the head of the Duma Committee on Finance Anatoly Aksakov, the delegation members of the U.S. Congress invited a delegation of the state Duma with a return visit. The state Duma is accepted the invitation.

Experts on Tuesday visited the state Duma, and on Wednesday held a meeting in the Federation Council.

The INF Treaty was signed on 8 December 1987 during the visit of Soviet leader Mikhail Gorbachev in Washington. Got laid a whole class of missile weapons with a range of from 500 to 1000 km and from 1000 to 5500 kilometers, including provoked the 1962 Cuban missile crisis missiles R-12 and R-14 in Cuba.

Russia has repeatedly stated that strictly complies with its obligations under the INF Treaty. The Russian foreign Minister Sergei Lavrov noted that Moscow has very serious questions to the US regarding the performance of the contract by the Americans themselves. In particular, in Moscow indicate that the United States placed on land at a military base in Romania, and in Poland — a facility capable of launching a shock cruise missiles of type «Tomahawk», which is prohibited by the Treaty. The Russian side also drew attention to the fact that the United States develop unmanned fighting vehicles, funding research on creation of cruise missiles, land-based.

The contract on reduction of strategic offensive arms, signed by Russia and the United States in 2010 and entered into force on 5 February 2011. It provides that each party reduce their nuclear arsenals so that after seven years in the future the total number of weapons did not exceed 700 Intercontinental ballistic missiles, ballistic missiles on submarines and heavy bombers, and 1550 warheads and 800 deployed and nondeployed launchers. The agreement binds Russia and the United States to exchange information on the number of warheads and carriers twice a year. The fifth of February 2018 came a deadline by which Russia and the United States were to achieve the targets start-3.
