Competition is a priority for all authorities of the Ryazan region and plays an important role in the fight against corruption, said Wednesday the region’s Governor Nikolai Lyubimov at the meeting with the Deputy head of the Federal Antimonopoly service Daniil Fesyuk.

The issues of implementation of the national development plan competition, approved by the decree of the RF President in December 2017, were discussed on July 25 during his working trip Daniil Fesyuk in the Ryazan region and his meeting with the Governor Lyubimov.

«Competition is the Foundation of any market economy. In our region this work has been given much attention, including from the point of view of fight against corruption», – said the head of the region.

Lyubimov noted that the development of competition is also relevant in the framework of public procurement.

According to Fesyuk, work on the implementation of the national development plan competition is now underway in all regions.

«The Federal Antimonopoly service, for its part, is ready to provide the region with the necessary assistance in the implementation of the National plan. I am sure that in the Ryazan region will show high results at the end of this work,» said Fesyuk.

The Governor and Deputy head of the FAS held a meeting, which was attended by chief Federal inspector for the Ryazan region of the Plenipotentiary representative of RF President in the Central Federal district Sergey Yakovlev, Deputy Chairman of the regional government, heads of ministries and departments, regulatory bodies, enterprises, organizations and business associations of the region, heads of municipal formations. Opening the meeting, Nikolai Lyubimov noted that the development of competition – the theme is relevant today for all the subjects of the Russian Federation.

«We certainly want people to live better, to work effectively the economy, increased investment, at the present level functioned in the social sphere, the region rapidly moved forward. The basic condition for achieving our goals is a healthy, just, and fair competition. In accordance with the national plan approved by the President of Russia Vladimir Putin, promoting its development is a priority for all authorities in the region,» — said Lyubimov.

According to him, in the Ryazan region introduced a standard of competition, which is being implemented jointly with the regional government of Antimonopoly service.

«Interaction with FAS in the region is largely due to the fact that in the national rating on the level of promote competition in the Ryazan region is located at 20, rising to 28 positions. In the near future, we will continue to work together, which will require the development of key performance indicators of the development of competition in the region, updating the corresponding roadmaps, as well as introducing the practice of public authorities of the system of mechanisms aimed at prevention of violations of Antimonopoly legislation», — said the Governor.

Deputy head of the FAS Russia explained that, in accordance with the decree of the President of the Russian Federation, the task of actively promoting the development of competition now facing public authorities at all levels.

«Today we build our work on the development of competition in new ways. Now this is our common task, not only the competence of the Federal Antimonopoly service,» said Fesyuk.

According to him, the region needs to select 33 of the 41 key indicators for the development of competition, which must be achieved by January 1, 2022 through the implementation of specific activities. This, in particular, withdrawal from the market of inefficient state and public enterprises, ensuring the development of small and medium business, reduction of administrative procedures and barriers, the improvement of quality of rendering public and municipal services, the impact of public investment on the development of competition.

«Authorities in Ryazan region have already successfully carried out a number of activities in the framework of the existing standard of competition. But the Russian President does not allow us to rest on our laurels and aims to strengthen this work,» said Fesyuk.

At the meeting Nikolay Lyubimov and Daniil Fesyuk signed a cooperation agreement between the government of the Ryazan region and the Federal Antimonopoly service.
