Senators at the meeting on Saturday approved a law allowing the screening of the film in the competition at festivals without a distribution certificate.

The law proposes that the term «festival» is to understand «cultural awareness event held in accordance with the regulations (rules), approved by the organizers of the film festival, and represents a public demonstration of specially selected films, including in the framework of the competitive program with the participation of the jury.»

It is clarified that in case the screening of the film at the film festival, which takes place on the territory of the Russian Federation and involves a competition program, the rental license will not be required.

This explains that the total duration of time during which can pass the screening of the film at the festival, is not more than ten days, provided that the screening is carried out «not later than one calendar year following the year of its creation».

Annual adoption of the list held in the territory of the Russian Federation of international film festivals in accordance with the procedure and criteria for international film festivals, will be determined by the government. Thus, the Ministry of culture of the Russian Federation fixed powers on the annual approval of the list held on the territory of Russia, the international film festivals.

Special projects Manager at the Center for documentary film, curated by Festival Center, Maya’s Cousin, has previously stated RIA Novosti that the law on the screening of films at film festivals without rolling certificates is an attempt to control the industry and jeopardizes the carrying out of inspections without competitive programs and retrospectives of old movies.
