The strategy of spatial development of Russia up to 2025, prepared currently, will be designed to equalize the imbalance between different regions, especially in terms of life, said RIA Novosti Deputy Prime Minister, Vitaly Mutko.

«This is a fundamentally new document, which has never been created in the management practices of our country. In this case it is important to give opportunities for the development of not only the agglomerations. If to develop the country, to develop it all,» — said Deputy Prime Minister. The objectives of the strategy will also be the creation of a new regional growth areas and the promotion of competition between subjects.

According to him, the document will describe the economic specialization of each subject of the Russian Federation and types of different territories — for example, agglomeration, geo-strategic areas, small and medium-sized towns, rural settlements, and perspective regional centers. In addition, the strategy will include a comprehensive plan for the modernization and expansion of backbone infrastructure to remove infrastructure restrictions, as well as mechanisms of support of points of growth by using tax benefits to so-called single instrument of territorial development.

«The main role in developing strategies for prospective development of the territory belongs to the regions with which the Ministry is now checking their comments and suggestions. The strategy will include an implementation plan, and on its basis it would be good to revise socio-economic strategy of individual subjects», — said Mutko.

He noted that the spatial strategy is mandatory to become public and be available for discussion.

Work on the strategy is scheduled for completion in August.
