In the Kazakh city of Aktau began meeting the leaders of Russia, Azerbaijan, Kazakhstan, Turkmenistan and Iran, the results of which will be signed for the region historical document — the Convention on the status of the Caspian sea, worked on it for 22 years.

As the correspondent of RIA Novosti, the meeting is held in the Palace of friendship of Aktau. As expected, it will last an hour and a half, followed by a ceremony of signing documents and photography. Then, as expected, the leaders will stroll along the waterfront of the Caspian sea.

Experts have called the Convention a «Constitution» of the Caspian sea.

In accordance with the document, the main area of the water surface of the Caspian sea remains in the common use of the sides and the bottom and the subsoil are divided neighbouring States on areas of agreement between them on the basis of international law. Shipping, fishing, scientific research and the laying of pipelines is carried out according to agreed rules. When implementing a large-scale Maritime projects must include an environmental factor. The Convention fixes the position to prevent the presence in the Caspian sea of the armed forces of extraregional powers, defines five Caspian States are responsible for maintaining safety at sea and the management of its resources.

According to experts, the main merit of the Convention is that it will enshrine the above principles in a binding document.

At the summit leaders will also discuss development priorities in the framework of the «Caspian five» for the period until the next meeting in this format.

The first Caspian summit was held in April 2002 in Ashkhabad, the second – on 16 October 2007, Tehran, and the third 18 ноября2010 year in Baku, the fourth – 29 September 2014 in Astrakhan.

At the Astrakhan summit was signed a fundamentally important Statement by the presidents on the principles of cooperation of the parties in the Caspian sea.
