Registered unemployment, which in Russia has reached historic lows, is not an objective indicator of well-being of the economy, and low values including due to seasonal factors, said RIA Novosti Director of the Institute for social analysis and forecasting Ranhigs Tatyana Maleva, stressing that the situation on the labour market is measured by the level of wages.

Earlier, the Minister of labour and social protection of Russia Maxim Topilin said that in Russia, recorded a historical low registered unemployment for the entire history of observations of this index (since 1991), labour market evidence of labour shortages.

«This is good news, but there is an element of seasonality: August – a time when people are less likely to look for. If you are in the village to rest, then you are not coming and not looking for work. Therefore, the level of registered unemployment is a fact rather, of administration, and in our case, from the point of view of welfare Economics it is not saying much,» — said the Agency interlocutor.

According to Maleva, when the economically active population will begin employment in September, perhaps the rising rates of registered unemployment, but not radical. However, she noted that a more objective criterion, which is used worldwide, is the indicator of unemployment definition of the International labour organization (ILO). «These are people who would like work but looking for work and can’t find it, and not those who went and registered at the state employment service. Work can search, and especially now, when everything is in the Internet space, without the help of employment services,» said Maleva.

She recalled that the unemployment level ILO for Russia at the moment is 4.8%.

«We generally are among the countries with low unemployment, because even when we were in the area of 5% (according to ILO methodology) is worldwide considered as background level and that unemployment is socially acceptable. Now we see that it is possible to reduce,» — said the expert.

Director of the Institute also noted that the situation on the labour market is measured simultaneously by two indicators, not only unemployment rate, but wages.

«Low unemployment for decades, we paid low wages. Because when economic growth is not, something one- either high unemployment or low wages. Therefore, to say that low unemployment is so great, we can only then when we see positive dynamics of wages,» she concluded.
