Deputies of the Voronezh regional Duma has prepared a bill on measures of social support of citizens approaching retirement age living in the region, said on Thursday the legislative Assembly.

Russian President Vladimir Putin during a televised address to the citizens on 29 August expressed hope that the regions will decide to keep the benefits of free travel, housing, for repair and gasification, drug benefits for the transition period changes in the pension system. According to Putin, it is important that all these decisions were taken before the entry into force of the new law on pensions.

The bill «On preservation of measures of social support of separate categories of citizens approaching retirement age in the territory of the Voronezh region», which received the support of members of the faction «United Russia» in regional Parliament, was submitted to the Duma September 6, deputies Vladimir Netesov, Novel Rogovin, Alexander Verikovsky and Lyudmyla Ippolitova.

As noted by the Chairman of the regional Duma Netesov, the legislative initiative is designed to maintain full regional benefits for citizens approaching retirement age during the upcoming modernization of the pension system.

«We propose to extend the application of the law from 1 January 2019 until the end of 2023. Thus, the transitional period will last 5 years. For preferential categories of citizens will continue to act extended package of medical services, cash compensation at payment of housing and communal servants, free travel on suburban buses, additional financial support and a number of other benefits,» explained Netesov.

According to him, the legislation of the Voronezh region to separate categories of citizens at retirement to provide a range of social support measures and tax incentives. In connection with the upcoming change of the retirement age, the Duma deputies propose to maintain these benefits for women who have reached 55 years old, and men 60 years. Thus, regional support will continue to labor veterans, persons having special merits before the Voronezh region, as well as a number of experts who have worked in the village for at least 10 years and who lives there. It’s teachers, paramedics, veterinarians, pharmacists, and workers of culture.

The Russian President during a televised address said that the main objective of the pension changes — the stability and sustainability of the pension system. According to him, to postpone change any longer, it’s irresponsible, and hesitation in this matter may endanger the stability and security of the Russian Federation. The President stressed that the decision on pensions is a difficult, but necessary, urged Russians to be sensitive to future innovations.

Meanwhile, Putin proposed a number of measures that will allow mitigate their decisions. In particular, according to him, the age of retirement for women in Russia must be 60 years instead of the government 63, 65 for men. Other plans include a large mother should have the right of early retirement, the terms of pensions for the indigenous peoples of the North should be retained, unemployment benefits for those approaching retirement age is increased, and for the dismissal before retirement, you need to enter administrative and even criminal liability. Proposals to change the pension system in the near future will be formalized as amendments to the bill and submitted for consideration to the state Duma, said Putin.
