MIA and «Micron» has not yet agreed to supply chips for driver’s license

The interior Ministry of Russia and the company «Micron» (enters in AFK «System») has not yet signed a contract for the supply of microchips for driving licenses and registration certificates of vehicles (STS), told RIA Novosti press-service of the company.

The interior Ministry had earlier formulated a draft order, which proposes to equip driver’s license and CTC electronic media. The new generation will be equipped with microchip and new levels of protection to reduce the risk of fraud. To issue such rights and STS will be able only in the traffic police units, where there are «technical possibilities for registration of such documents».

To equip the papers will use chips of the Russian production. In April 2016 on the website of the Ministry of communications reported that, in accordance with the instructions of the President approved a plan for guaranteed purchases of the Russian civil microelectronic products in the medium term (until 2018). According to the Ministry, the transition to electronic documents needed to improve efficiency and reduce costs of agencies. A potential developer and manufacturer of microchips for the interior Ministry in the plan means it is «Micron».

«Currently, the contract is concluded. The first batch of microchips will be sent upon receipt from the interior Ministry’s request for entering into necessary contracts,» — said the press service.

The company added that while there is not even an oral agreement with the Ministry about supply of products.

«The chip operates in accordance with ISO 14443 at a frequency of 13.56 megahertz. The information that will be kept fixed by the requirements of the customer — Ministry of internal Affairs of the Russian Federation. The chip is designed for use in secure access, which places high demands on the level of protection of information, and public electronic identity documents», — stressed in the press service of «Micron».

The Ministry plans to annually purchase an average of 18 million chips, least of all in current year (10 million). The amount of purchases in 2018-2024 years range from 2.6 billion rubles (2018) to 6.1 billion (2024). In this year’s purchases already included in the plan of the Ministry, and the following are awaiting approval.

According to the draft, the MIA also offers the titles of the documents («driver’s license» and «certificate of registration») in addition to translate into English and French.

«Micron» — one of the largest in Russia and CIS manufacturers and exporters of microelectronics. The company, in particular, has been producing RFID tags, Bank chips, Bank cards, chips for the production of biometric passports and electronic documents.
