The Prime Minister of Japan Shinzo Abe will be difficult after returning to Tokyo, but he still will go the way of concluding a peace Treaty with Russia this opinion was expressed by one of the most famous in Japan experts on Russia, Professor of Tsukuba University Itsuro Nakamura.

«Prime Minister Abe is now going to have, after returning to Japan. But he will do a peace Treaty,» — said the expert RIA Novosti.

He is convinced that despite the opposition that awaits the Prime Minister at home, it will not be forced to resign.

«No, no. He has a very strong position in politics in Japan now. And I think he will go that route (peace Treaty – ed.),» said Nakamura to the question of whether or not force Abe to resign, if he tries to sign a peace Treaty with Russia apart from the territorial issue.

The opposition, which expects Abe at home, due to the fact that, as confirmed today by RIA Novosti in the Ministry of foreign Affairs of Japan, basic position about the conclusion of a peace Treaty after the decision of problems of belonging of the four Islands of Kunashiri, Etorofu, Shikotan and Habomai, has not changed.

«It is the position of the foreign Ministry. But Prime Minister Abe has apparently given the nod to the separation of the questions of a peace Treaty and territorial problems. You have to understand that between the foreign Ministry and the office of the Prime Minister’s difficult relationship. Abe have a very good relationship with the Ministry of economy, Minister of Seko, and Therefore still followed the path of economic cooperation with Russia. And it caused dissatisfaction of the Ministry of foreign Affairs. Now the relationship of Abe and the foreign Ministry will be very bad,» said Professor Nakamura.

At the plenary session on Wednesday with the participation of Shinzo Abe, Russian President Vladimir Putin made a proposal to conclude a peace Treaty before the end of this year, without preconditions.

Earlier, in an interview with RIA Novosti, Itsuro Nakamura talked about the fact that the meeting of leaders of Russia, Japan and China East economic forum creates prerequisites for the creation of a new military-economic Union of three countries.

Relations between Russia and Japan for many years overshadows the absence of a peace Treaty. Japan claims the Islands of Kunashir, Shikotan, Iturup and Habomai, referring to bilateral Treatise on trade and borders of 1855. In 1956 the USSR and Japan signed a Joint Declaration in which Moscow has agreed to consider the possibility of transfer of Japan of the Habomai and Shikotan after the conclusion of a peace Treaty, and the fate of Kunashir and Iturup are not affected. The USSR hoped that the Joint Declaration will put an end to the dispute, Japan believed the document only part of the solution, not abandoning claims to all the Islands.

Later the negotiations failed, the peace Treaty after the Second world war and was not signed. Moscow’s position is that the Islands became part of the Soviet Union at the end of the Second world war and the Russian sovereignty over them cannot be questioned.
