In the village of Chausovo, Kurgan region teenagers have a three month nightmare for local residents. In the dark the kids go outside and rowdy. Neither the police nor the head of the settlement to find the bullies can’t yet. However, the villagers are sure is the handiwork of a few minors who have nothing better to do.

«Because we made a ghetto»

In the early summer residents of the village of Chausovo Large ceased to sleep at night. All because a group of Teens who gather in the evenings at the sports ground near the House of culture. With the coming of darkness they pull on the «exploits». So, elusive kids broke the toilet and knocked over a stand in the House of culture, which was scheduled to install the roof. Repeatedly disemboweled trash cans. Presumably, the same company broke the fence near the school — it simply force pulled out of the ground.

And in August, after the disco in DC someone broke stones at the Windows in the house of the visually impaired Anton Lakota. He called the police, but to find the culprits and failed.

The elderly are afraid to leave once again on street. Fedor Panin (name changed) told RIA Novosti that the bullies are attacking the homes of local residents. «Moreover, they began to misbehave in the afternoon. Who does it, never seen. I think that’s a gang already, we have the whole village lives in fear, as if something stole. Apparently, young people now is so fun» — shared experiences it.

The situation became interested in a local television station. The film crew arrived in the village, made the story, however, the villagers left them dissatisfied. According to the head of a Large Chausovo Valentina Leonova, a gang of rowdy small but a shadow fell on the village: supposedly all teenagers are here and people from impotence are hiding in their homes.

In her opinion, children actually normal, for them the right approach: it is the task of adults — to take young people useful things.

«My guess is: hooligans street children in a very difficult social situation, or by contrast, children from wealthy families who think that they have everything in this life is permitted. Among my students there are those who frankly do not have enough parental attention. Moms and dads they are just not interested, all piled on the shoulders of schools and culture Houses. Here are the guys by their actions are trying to achieve something,» says Shreeve.

However, she continues, the House of culture — is not a panacea. The school is open until 17:00 all this time Marina one deals with young people. And after closing they have nowhere to go.

«For DC is the Playground — by the way, her already broke. The guys there are going. And it is quite a small group that does everything in secret. They like to destroy everything,» she continues.

On the one hand, nowhere to go, the other — the indifference of parents. «Judge for yourself: there’s no child in the night, he shies, and moms and dads still. And it’s not even alcoholics. Often adults are invited to the concert, and they wonder: what my child acts? For them it is a surprise, they are his life absolutely not interested in» — going through the head.

However, says Shreeve, it’s not even the biggest concern. It is striking how parents, without realizing it, inspire in children a belief in impunity, destroying the credibility of a teacher or senior.

A separate story — the social network. Sugreeva complains that today it is the Internet for teenagers, the main «caregiver». In the Network, they find their idols, which became famous not good deeds (such is not there), and something bad. «They’re dangerous, cheeky, Smoking, drinking, foul language. Children listen to these songs, watch music videos, so they think it’s fashionable. No matter what they write in social networks, students consider it the norm — say, then it should be. To drive any information from the Network young now very easily,» emphasizes Marina.

From city to hinterland

Teachers are sounding the alarm, calling for urgent attention to the problem of aggressive youth. And what about the «exploits» of minors statistics? According to reports of the Prosecutor General of Russia, the number of crimes committed by teenagers, not grown, and has decreased almost three times in ten years. So, if in 2007, there were 139 thousand violations, in 2017-m — 45 thousand.

However, there is a tendency in juvenile delinquency is «moved» from the big cities out to the hinterland. According to the head of Department on Affairs of minors and protection of their rights Mytischi urban district Svetlana Filchenkova it is directly related to the material situation of the parents. In Moscow and other major cities in children is well established, and therefore, less crime, she said.

«Let’s see what criminal offences: petty theft to dispute for the sake of self-affirmation, or disorderly conduct — for fashion, fun. And to steal, to kill — this occurs because of a real lack of money or the background of the General high crime. All this was in the Moscow region, but decades ago, there were even criminal groups among students. With years socio-economic level grow, for the youth had done anything to take her something good. And here is the result, crime has decreased,» — says filchenkova.

«Like a flock»

Moreover, the official has no doubt that many adults, particularly the elderly, overly demonize the image of modern generation and see the Teens criminals even when the reasons for this.

However, if we are talking about real teenage gang that pretty spoils people’s lives, Svetlana filchenkova advises the first thing to look for «mastermind». «It often happens that a person is an adult, can be unhealthy or it’s a teenager that is in serious trouble with his parents. Should gang to crush, to knock out her leader and everything will fall apart,» she said.

Agree with her athlete Maxim Volzhskiy. He engaged in wrestling and working with youth. In his opinion, the problem of the provincial districts that the teenagers have nowhere to put power: fitness centres, gyms or even just horizontal bars in the settlements is extremely small. In addition, young people have no leader, which would be a positive example and explained that it is better to play sports than to beat the weak.

«No self-respecting teenage athlete will never allow myself to hit the weak, to offend or break anything. Coaches teach from the first class. If you see that you’re stronger, what does that prove? Why destroy if you can show mastery in a hall, not on the street where you stronger. Humiliate the weak and keeps at Bay the other normal kids alone, they are nothing. And together like a herd that goes after one sheep,» he explains the causes of aggression.

Quality criteria of childhood

Juvenile delinquency is concerned and in the office of the Commissioner on child rights under the President of Russia. The children’s Ombudsman Anna Kuznetsova in comments to RIA news has confirmed that now in the regions there is a shortage of sections of circles, where students could go after school.

«We analyzed crimes teenagers, who were at the peak of media coverage — and indeed, almost all the children didn’t have any Hobbies in your free time. There is not even the problem of geographic remoteness from Moscow, and the availability of additional education. Over the past year in Russia the number of free sections grew by only 18 percent, and toll 130. This suggests that the query is high, but for many families pay section is not available,» — said the Ombudsman.

According to her, the government is thoroughly studying the issue of access dopobrazovaniya and develops the so-called criteria of quality of childhood. In particular, these criteria will be included in the estimation of efficiency of heads of regions of Russia and will be directly supervised by the Cabinet of Ministers. «We want to add a children’s component, it will be based on the analysis of the infrastructure for children, which is in the regions», — said Kuznetsova.

In addition, the Ombudsman has sent to the government a package of proposals which, in the opinion of the Ombudsman, too, should change the situation for the better. «We conducted a comprehensive analysis on the results of trips to different regions of the country, it became clear that it was time to develop new guidelines for head teachers in schools. The last changes were made ten years ago is a very long time. Now teachers in the current conditions simply disarmed and forced at your own risk, to act at the call of intuition», she said.

In addition, laments Kuznetsova, teachers hampered by the bureaucracy: «They are loaded with endless writing manuals, although it is the personal contact plays a key role. The modern function of school is not to transfer knowledge, as it was before, and navigation. The child can get lost in the information space when there are just so many. Who but a teacher will help to make the right choice? And he is mired in reports.»

Another aspect, which, according to the Ombudsman, cannot be ignored, is the development of professional standards for inspectors, commissions on minors ‘ Affairs. «Our checks have revealed the facts not just a lack of professionalism and gross negligence. For example, one child in the acts of the survey wrote, «talk to mother». That is, the document wrote, not even looking at the teenager», — she argues.

Among other measures, Kuznetsov also refers to the introduction of mentoring (now this model is created in collaboration with Warmia), monitoring of social networks and overall information space. At the same time, she said, need to develop criteria for destructive information, «Such content the content is constantly changing: today suicide tomorrow — criminal subculture. It should track and, more importantly, to convey to parents information about the presence of their children. This must be done correctly, many parents and are happy to take action, but don’t know how to approach a child.»

All these suggestions gathered from the experiences of separate regions and has developed and successfully implemented practices. While they are considered regulatory agencies, summed up the children’s Ombudsman.
