The state Duma plenary meeting on Wednesday adopted in first reading a government bill on the possibility of extending the 20-day period for payment of traffic fines in the amount of half of the imposed penalty, if the mail was received after the deadline.

«It is proposed to article 31.8 and 32.2 of the administrative code changes, providing the possibility of recovery by the judge, body, the official, made the decision, on petition of the person, brought to administrative responsibility, 20-day deadline for payment of an administrative fine in the amount of half the amount of the imposed administrative penalty», — is spoken in the explanatory note to the document.

It is assumed that this measure will apply in the case of missing 20-day period, the citizen, when the copy of the decision on the appointment of an administrative fine, mailed by registered mail, to its address after the deadline.

The government notes that the proposed bill decision will not affect the achievement of the objectives of state programs of the Russian Federation, and the introduction of design changes will not entail additional spending from the Federal budget.

Chairman of the state Duma Vyacheslav Volodin said that «there are cases when a certified letter with the notice about having to pay a fine for a traffic violation, is delayed, and the man for reasons beyond his control deprived of the right to benefit». «It puts motorists at a disadvantage. Intervened the constitutional court, and the state Duma supported the decision, which is aimed at protecting the legitimate rights of citizens», — said Volodin told reporters.
