Moscow mayor Sergei Sobyanin has submitted to the Moscow city Duma the draft law on the support of Muscovites older than 50 years under changes of the pension legislation, according to the official website of the mayor and government capital.

It is noted that the document proposed to maintain benefits for women 55 and older, and men 60 years and older. The project also includes new measures of social support for residents over the age of 50.

So there are benefits to free public transport (except taxi), manufacturing and repair of dentures (except material cost) women over 55 and men over 60 years.

«If there are medical grounds for unemployed Muscovites who have reached this age, can also get free vouchers to sanatoriums and reimbursement of the cost of travel to the vacation spot. In addition, residents who are awarded the title «labour Veteran» or «Veteran of military service» will be able to pay only 50% of utilities and the cost of living in an apartment, receive a monthly compensation of expenses for telephone connection and monthly fee», — stated in the message.

Muscovites at the age from 50 years old will be free to pass medical examination, as well as professional training, professional development and training to develop additional knowledge and business skills in one of the city programs, to targeted social assistance. The bill also includes the creation of a special center for training and employment of residents over the age of 50 years.

«These support measures are introduced for an indefinite period and will apply to all residents of Moscow, who is of the required age. In the case of adoption of law «About additional measures of support of residents of the city of Moscow in connection with changes in Federal legislation in the field of pension provision» will come into force on 1 January 2019″, — specified in the material.

Russian President Vladimir Putin on 29 August made a half-hour address to the Russians, which stated that the main objective of the pension changes — the stability and sustainability of the pension system. According to him, to postpone change any longer, it’s irresponsible, and hesitation in this matter may endanger the stability and security of the Russian Federation. The President stressed that the decision on pensions is a difficult, but necessary, urged Russians to be sensitive to future innovations.

Meanwhile, Putin proposed a number of measures that will allow mitigate their decisions. In particular, according to him, the age of retirement for women in Russia must be 60 years instead of the government 63, 65 for men. Other plans include a large mother should have the right of early retirement, the terms of pensions for the indigenous peoples of the North should be retained, unemployment benefits for those approaching retirement age is increased, and for the dismissal before retirement, you need to enter administrative and even criminal liability. Proposals to change the pension system was designed as amendments to the law submitted by the President for consideration in the state Duma on 6 September, the same day the «United Russia» also brought in GD the first set of amendments.
