Russian companies in the future will have the opportunity to register in the special administrative regions (SAR) with a number of restrictions, said the head of the Ministry Maxim Oreshkin reporters on the sidelines of the Eurasian women’s forum.

The package of laws allowing the Russians controlled foreign companies to re-register in the SAR on the Russian Islands in Vladivostok and October in Kaliningrad, entered into force in August. Changing the way foreign jurisdiction to the jurisdiction of the Russian Federation, the company gets an international status and the possibility of restrictions to make currency transactions and calculations. Also provides tax benefits, including a reduction of income tax for income received from dividends and the sale of the shares.

«Everything will be done in stages. I believe that any long-term problems of transition of Russian companies in this mode of operation, especially when the tax regime which is there for holding companies (here we have a common position with the Ministry of Finance) should be extended to the entire territory of Russia. When we have this mode will spread to the entire territory of Russia, I think that will be easy for domestic companies to allow to register in the SAR,» said Oreshkin.

He noted that he sees no obstacles to registration of Russian companies in the SAR. «But we’ll have to see, set targets for investment activity and any other restrictions», — the Minister added.

Oreshkin also said that the Ministry is currently working on refinements to the law on ATS.

The main goal of SAR is to minimize the consequences of sanctions by foreign States. And in August plans for re-registration in one of the special administrative regions of the Russian Federation announced the two companies that fall under US sanctions as controlled by businessman Oleg Deripaska: RUSAL plans to the primary structure of United Company Rusal Plc (Rusal), En+ Group — a subsidiary of En+ Holding Limited, which comprises the energy segment.
