Russian experts agree that Russia should continue to participate in the project of creating an international lunar station, The Gateway, but diplomatic means to assert its equitable role.

The twenty-second of September, the head of the Roscosmos, Dmitry Rogozin during a meeting with young specialists of space-rocket industry said that Russia can not afford to participate in the creation of the international lunar station for supporting roles and developing a project of his station around the moon. The head of Roscosmos did not rule out that the new project will call for the United States to participate. In addition, it is possible that the station will be established with the countries-partners in the BRICS.

Diplomatic game

Academician of the Russian Academy of cosmonautics named after K. E. Tsiolkovsky Alexander Zheleznyakov believes that the statements about Russia’s withdrawal from the project of the international lunar station, The Gateway element of pressure on the U.S. to enhance the country’s role in this project.

«This statement I would consider as political than as based on some of our technical capabilities,» said Zheleznyakov RIA Novosti.

The expert supported the position about the necessity of Russia’s participation in the project as an equal, not subordinate partner, but to achieve such a position finds it necessary to conduct diplomatic negotiations.

«If today’s announcement is part of a game, then it is understandable if it is an emotional statement, it is hasty and not justified,» — said the expert.

He noted that very carefully refers to such statement the head of «Roscosmos», because to create a lunar station, Russia can, but it will be later in time than the part in The Gateway project. Second, doubt is the lack of experience of cooperation in outer space in BRICS countries.

«I believe that Russia should not withdraw from the international project (The Gateway — ed), which is a continuation of the International space station. It established contacts between the partners are the legal basis of interaction and experience, and to create all anew — more expensive, longer, but not always more effective,» — said the expert.
The project of all mankind

The lunar station should be established in international cooperation as a project of all humanity, and the place of Russia in the project need to be protected by diplomatic means, said RIA Novosti member of the Russian Academy of cosmonautics Andrei Ionin.

«I believe that such projects, which are beyond near-earth space, in fact, a breakthrough, the Moon, Mars, can be realized only in the framework of the programs of all mankind. Of course, nobody wants to be on the sidelines, but it is a question of negotiations, because the tasks are so difficult, money consuming, that alone we will fail, and everybody understands it. To address this question, you need to negotiate and to do hard statements that «we» counterproductive», he said.

At the same time, the expert welcomed plans to expand cooperation with the countries of the BRICS, but finds that to implement it in the near-earth space, not the moon.

«Given the technical and economic possibilities of the countries believe that cooperation at this stage can only be in low earth orbit,» he said.

The cooperation of the BRICS countries should not be restricted to manned spaceflight, and should include interaction navigation systems, creation of joint systems of satellite access to the Internet.

Your way

Scientific Director of the space policy Institute Ivan Moiseev, in turn, believes that Russia should not follow US in the creation of a lunar station, because the project itself does not give anything new from the point of view of scientific and technological impact.

«In General, the idea of an orbital station around the moon — it is very slippery, and I don’t think we need to focus on American ideas, the lunar station. This station is very expensive and adds nothing from a scientific and technical point of view. The lunar station has no prospects», — he told RIA Novosti.

The expert recalled that the Russian rocket and space Corporation RSC «Energia» from the very beginning participated in the discussion of the lunar station, but it was clear that «it is unlikely that it will succeed due to political relations between the two countries».

«And at my station we have no money,» stated Moses.

History of the project

Talks on creation of a lunar station started in 2013. In September 2017, «Roskosmos» and NASA in the framework of the international Astronautical Congress in Australia signed a Memorandum on cooperation in the establishment of an international lunar station, Deep Space Gateway, later called Gateway — Lunar Orbital Platform, and after the meeting in September 2018 just The Gateway.

In the framework of the project Russia has offered to build an airlock to exit astronauts on the surface of the station. This spring, the source RIA Novosti reported that the Russian side did not accept the country’s role in this project.

Russia offered to make compartment according to American technical standard and under the American spacesuit. The Russian side, defending the use of their standards, tried to use the experience of the ISS with its division into sections, Russian and American, in the common station, but the American delegation strongly opposed such a position.

From 8 to 15 September, the delegation of the state Corporation «Rosatom» took part in the international meeting on discussion of requirements for the lunar orbital station, which was held in Orlando (USA). Following the talks, «Roskosmos» commented RIA Novosti that the sides agreed to continue cooperation on the establishment of the station.

In the framework of this meeting, the negotiators (the US, Russia, Europe, Canada and Japan) agreed that, as planned, the first module of a future lunar station — Power Propulsion Module will be launched in 2022. In 2023 it is planned to launch two modules is made of international partners, the ESPRIT module for storing fuel and a storage module American manufacturing U. S. Utilization Module.

At the same time to the station is planned to start a logistics module and a manipulator arm for transferring goods along the surface of the station. In 2024-2025 years to the lunar station should be added to international and U.S. residential modules.
