In July the state Duma adopted in first reading a government bill suggesting a gradual increase in the retirement age to 65 years for men and 63 years for women. However, in late August, President Vladimir Putin made a televised address to the Russians, in which he proposed a number of measures to mitigate this decision. In particular, he advocated the establishment of retirement age for women to 60 years, early retirement for mothers of large families and the establishment of measures for protection of workers close to retirement age, including criminal liability for employers for dismissal before retirement. These proposals are framed as amendments to the bill, the President submitted to the state Duma on 6 September.

Now the standard age of retirement in Russia is 60 for men and 55 years for women, it was installed decades ago. The issue of changes of the pension legislation has been discussed for quite some time. The need for this is caused by growing life expectancy and the inability to provide a decent pension in circumstances when the number of employees in the country decreases, while the number of pensioners, by contrast, is growing. Today, in most countries the retirement age is 60-65 years.
