The state Duma Committee on economic policy, industry, innovative development and entrepreneurship recommended the lower chamber of the Parliament to adopt in the first reading the draft laws on the state (municipal) social order for rendering of services in the social sphere.

The basic draft law and related amendments to the legislation introduced by the government of the Russian Federation, aimed at improving the quality and accessibility of public and municipal services in the areas of education, health, social protection, employment of population, physical culture and sports.

In order to create equal conditions for state and non-state organizations involved in the provision of public services in the social sphere, provides for joint tenders between them. Competitions only for NGOs, as is done in the present moment, limits their participation in the provision of public services and reduces the incentive for government agencies to fight for consumers and to improve the quality of the provided services, considers the Cabinet.

The proposed changes allow the participation of the consumer in the selection of the contractor. This provides the opportunity to use the certificate, giving the citizens the right to choose the organization that will provide them with a particular service for the budget.

Certificates for the provision of public services in the sphere of additional education of children will allow non-state organizations working in this sector (groups, sections, etc.), to waive the fees charged to parents for the training of the child, will expand the choice and interest of parent in search of some extra development for the child, said the Cabinet.
