The Federal Antimonopoly service (FAS) of Russia is against a front two-step increase in utility tariffs in 2019, and considers that indexation should be economically feasible for each company, told reporters the head of Department Igor Artemyev on the sidelines of the Week of competition.

«We are opposed to front to increase for all companies,» Artemyev said, commenting on the government’s decision to approve the phased indexation of utility tariffs in 2019: January 1, 1.7% from 1 July to 2.4%. That this decision was made on Wednesday said the Minister of economic development Maxim Oreshkin.

«We are not against a two-stage option, we increase front against all. So we will try to do everything in our power to have passed differentiated approaches», — said the head of FAS.

Artemyev has reminded that at some companies can be so the inflated prices, someone, on the contrary, underestimated. «Here we are, in particular, those who have a rate 20 times more standard, we also want them to raise the rate?» — surprised the head of Antimonopoly Department.

«We agree that those companies that have a rate below the standard costs, which are economically justified (he less so), they suffer from the VAT increase should not, and they need to improve. And for those who are very far from high, they do not need to raise». he said. Artemyev acknowledged that differentiated approach requires that the reference have been approved, that is, cost-based rates. «But the situation is that standards in many areas have yet to be adopted,» admitted Artemyev.

«If we fail, well, we will adopt these standards next year. Again, the figure of 1.7. It is very important to draw public attention to the fact that the front indexing has to end forever. There are «fat cats» who don’t have anything to index. There are «hungry» companies that need to be indexed», — he said.
