The former leadership of Catalonia, which was held exactly a year ago the referendum on independence, was to act consistently and to follow through, «to defend the results of the vote». This opinion in an interview with RIA Novosti expressed Catalan politician adrià Alsina.

Alsina, an ardent supporter of independence of the Autonomous community from Spain. Until recently, he was part of the leadership (he was the national Secretary) «Catalan national Assembly» — the largest social organization defending the idea of separating from Spain, and resigned from this post a few weeks ago to participate in the primaries and fight for the post of mayor of Barcelona.

Alsina believes that the Catalan leadership decided to hold a referendum on independence, contrary to the position of the Spanish government and the decisions of the judiciary should be consistent in their actions. «Mistakes were. I had to get to the end. Manual (Catalonia — ed.) made a bid for independence. At least they told people. However, in the «hour x» did not go further. Had or all to stop voting, but if was held on October 1, it was necessary to declare and to defend the independence of the Republic. And from these positions to negotiate with the Spanish authorities», — expressed his opinion of the politician. At the same time, he said, the then Catalan leadership «wanted to negotiate».

«It was necessary to protect its position. If you’re not going to end, it’s difficult to take you seriously,» he says.

After the announcement of the voting results in the evening of 1 October 2017, the separatists were celebrating the victory. They stated that they voted for independence more than 90%. In this case, however, the «referendum» the vast majority of those who supports territorial integrity of Spain, did not participate because it was declared illegal by the government and the courts. The turnout was only 43%. Held last autumn, Prime Minister of Spain, Mariano Rajoy repeatedly requested the head of Generalitat Carles Pokdemon explain clearly declared that, speaking in Parliament on October 10, independence. However, a clear answer did not wait. On 27 October, the Parliament of Catalonia declared independence, but on the same day, the Senate of Spain has enacted article 155 of the Constitution, and the next day, the government temporarily took over the management of the region, announcing the dissolution of Generalitat, the Catalan Parliament and hold early elections in the Autonomous community. Several members of Generalitat went to Belgium, including Pokdemon, some, however, have returned and are now in prison. The Parliament stated that subject to the decision of the Spanish authorities on its dissolution.

Alsina does not believe that in Catalonia there was a split between supporters and opponents of separation from Spain. «Catalonia is not more divisive than about any other important issue of concern to society. This is a dispute in the United States regarding the right to bear arms. Or in some countries, some argue for the right of gays to adopt, while others consider it a crime. Or someone thinks that a woman has the right to an abortion, while others believe her a murderer. This is a complex debate and the decision shall be made by vote. This is democracy,» he says, accusing the Spanish authorities that they «hinder» the resolution of the dispute between the Catalans in a similar way.

The Constitution, adopted in 1978, does not envisage the possibility of holding a referendum on self-determination. To ensure that the voting took place in the legal framework, the need for reform of the basic law. The decision on impossibility of holding the referendum on self-determination on the basis of the current legislation has repeatedly passed constitutional court.

The coming to power in Spain of the new Cabinet of socialists fundamentally changed the approach of Madrid to the Catalan decision problems, says Alsina. According to him, the beginning of negotiations between the governments of Spain and Catalonia and the agreement on the financing of the Autonomous community for the next four years is not a proof that the Prime Minister Pedro Sanchez ready to solve the problem fundamentally.

«Just more aggressive the government (right people’s party — ed.) changed less aggressive. But this is not the beginning of a dialogue. We need to start a dialogue to change the situation is not in Catalonia and in Spain. But the socialists will continue to play for time, as in the time of the people’s party, to deny the existence of problems, to propose solutions that are not solutions. They expect that eventually we’ll calm down, just so did Rajoy’s government,» — said the Catalan politician.

He does not support and plans of the new Catalan authorities headed by the Chairman of Generalitat Kim Thoreau about the «constitutional process», that is, the development of the Constitution of the Autonomous community, which is due to begin in October. «I think that the constitutional process announced by the Torre is just a way to distract people. Moreover, it will participate only supporters of independence. The Catalan government and the Spanish government is stalling for time because he did not know what to do,» says Alsina.

He found it difficult to forecast — is it possible that a Catalan Republic would indeed appear on the map of Europe in the foreseeable future, during the life of the current generation. «I don’t know. It depends on us. If the Catalans will give in to blackmail and fear of the government, then independence will not. I think that the possible independence of the Catalan Republic is possible. We must now return to the discussion of the strategy. And Catalan people have to choose the best strategy,» he added.

If in 2006 only 14% of the population of Catalonia supported the independence (data from the Center for sociological research CIS), in the last few years, the number of supporters and opponents of independence, if you believe opinion polls, roughly equal, with minor fluctuations in either direction. According to a survey conducted in July by the Catalan Centre for the study of the opinions of the CEO, the independence of 46.7% of the population, compared with 44.9%.

The so-called «independence referendum» was held in Catalonia on 1 October 2017. For some participants, the police tried to prevent a vote, acting tough practices. The government of Spain and the constitutional court declared the referendum illegal. Based on the results of the vote, the Catalan Parliament on 27 October declared independence.

The next day, the Spanish government introduced direct rule in the Autonomous community, ousted from power Generalitat and dissolved the Parliament. Against the former Catalan leaders and the leaders of the separatist community organizations, former leaders of the Catalan law enforcement agencies and former leaders of Parliament criminal charges, including on charges of organizing an uprising and rebellion. It is expected that the sentence will be imposed next year.
