The Federation Council fully supports the partial decriminalization of articles of the Criminal code on extremism, said RIA Novosti Chairman of the Federation Council Committee on constitutional legislation Andrey Klishas.

On Wednesday the President of Russia Vladimir Putin submitted to the state Duma a draft, partially decriminalize 282-th article of the Criminal code on extremism. According to the explanatory note to the draft, to exclude cases of criminal prosecution for acts committed more than once, and do not pose a serious threat to the constitutional order and security of the state, the draft law stipulates to establish a new text of article 282 of the criminal code.

«We fully support this balance of interests — on the one hand, if the person stumbled and are ready to reform, criminal punishment does not threaten him. If we are dealing with the real criminal, criminal liability can not avoid it,» said Klishas.
