Federation Council approves presidential amendments to the article on extremism in the near future

The Federation Council will review and approve the President’s proposed amendments on partial decriminalization of criminal article about extremism (282) in this session, within six months, said the speaker of the upper house Valentina Matvienko. She added that after this article will require further clarification.

On Wednesday President Vladimir Putin submitted to the state Duma a draft, partially decriminalize 282-th article of the Criminal code. According to the project, it will be impossible to initiate a criminal case against people for the first time in conflict with the law if their conduct «did not pose a serious threat to the constitutional order and security of the state». It is expected that criminal liability will result if the violation occurred more than once during the year.

«I’m sure we will do very quickly, because the perception that law in society remains high. Sure we will take in this session. Maybe in a month and a half, not later,» — said Matvienko.

She added that the President’s proposals were expected.

«This draft law is expected. The President has made it timely, he followed closely the debate, the first time he asked this question in a straight line. And, in fact, absolutely correct decision,» said Matviyenko journalists, answering the question on the amendments of the President to mitigate the 282-th article.

The Federation Council speaker said that now rules the punishment is proposed to be mitigated, since «people don’t always do it intentionally, often carelessly».

«I believe that this law, even after the correction he needs constant monitoring of law enforcement practice. And, moreover, in the further development of refinements,» — said the speaker of the upper chamber.

She said that «should be the criteria, the approaches are clear for the assessment of the committed crime, an offense».

«Yes, certainly, the improvement of the judicial examination, which gives a conclusion, a verdict. Sometimes it is from these verdicts depends the fate of man,» — said Matvienko.
