The Parliament of Ingushetia confirmed the agreement on the establishment of the border with Chechnya, signed by the heads of regions after the attack, told RIA Novosti in the press service of the head of Ingushetia.

The head of Ingushetia, Yunus-Bek Yevkurov and Ramzan Kadyrov on September 26 signed an agreement on the definition of the boundary between their regions, which provides for an equivalent exchange of territories.

According to the Russian Constitution, the boundaries between the regions may be changed upon their mutual consent, and such changes must be approved by the Federation Council.

«There were 25 members, 17 voted in favor, three against and one did not take the ballot, and four abstained,» — said the Agency interlocutor.

The question of the definition of the administrative border line between Chechnya and Ingushetia occurred in the early 1990-ies, when the two republics were part of the Chechen-Ingush ASSR was divided after the coming to power of Dudayev. In 1993, the head of Chechnya, Ingushetia, and Dzhokhar Dudaev and Ruslan Aushev signed an agreement under which the Sunzha district, with the exception of the settlements of Sernovodsk and Assinovskaya, went to Ingushetia.

Kadyrov in September 2012 created a Commission for «clarification and harmonization of administrative border» between the two republics. In early September he signed a decree creating a state Commission to clarify the administrative border of Chechnya and settlement of contentious issues in its establishment.
