Russia proposes to discuss in the international arena, including within the OSCE, the initiative development and application of «counter-terrorism voluntary self-restraint in the media and to officials» said Tuesday the Deputy foreign Minister of the Russian Federation Oleg Syromolotov.

«Russia offers to move to substantive discussions, including the OSCE, put forward our country’s counter-terrorism concept of voluntary self-restraint in the media and for officials,» said Syromolotov in Minsk during the international high-level conference on combating terrorism in the digital age.

As noted by Deputy foreign Minister, the Russian side plans to submit a proposal to the forthcoming meeting of the Council of foreign Ministers of the OSCE in Milan.

According to Syromolotova, media, and other sources of information, politicians and opinion leaders, «it is important to develop a special code of conduct, which would imply abstinence from provoking and discharge of negative informational context, can cause the lead to terrorism radicalization» of the public mood.

According to the press service of the Russian foreign Ministry on Friday hosted the VI meeting of the Group of experts on international cooperation in anti-extremist foreign Ministry, which discussed «practical and reasonable grounds» to advance in the Russian context and on the international stage of the initiative development and application of «counter-terrorism voluntary self-restraint in the media and for officials.»

According to the foreign Ministry, the initiative aims to harmonize, including representative in the international format, standards and recommendations, implying involuntary abstinence from and the more conscious creation, forcing the «media» context that can support or provoke terrorism leading to the radicalization of public and political sentiments and to bring terrorist crimes.
