Parliamentary hearings in the state Duma banning the return of food products is scheduled for 17 October, said the Vice-speaker of the state Duma Irina Yarovaya (EP).

«We have been working with the relevant committees of the State Duma and proposed to organize parliamentary hearings on 17 October. A good sign we believe that our proposal has been supported at the meeting with Dmitry Kozak. We and the government are interested in an open dialogue between Russian producers and retailers to build a fair and equal relations» — quoted Yarovaya’s press service.

As explained by the press service of the parliamentarian, in the course of the hearings it is planned to discuss issues Supplement main directions of the state agrarian policy and the ban on the return of food products that are not sold after a certain period of time, and also raise the issues of protection of domestic producers from other discriminatory practices of retailers.

The report also notes that the initiative Spring on holding the discussions on the protection of domestic producers in the state Duma supported the meeting with Deputy Prime Minister Dmitry Kozak, held on 9 October.

In January of this year, 30 members, headed Spring has drafted a bill under which retailers are prohibited to enter into contracts in which there is a provision on return of goods not sold by the expiration date. MPs motivated the ban by the increase in the number of returns. In the segment of bakery products this indicator reached 50% of the total supply in the segment of meat products — 30%.

The state Duma in July 2018 adopted in the first reading a bill prohibiting the return to suppliers of products that were not sold to retail chains for a certain period of time. Now trading networks and suppliers can enter into contracts providing for the possibility to return products if it is beneficial to both parties, but the law prohibited to impose the inclusion in the contract conditions of the return.
