The shortcomings of the Constitution specified the President of the constitutional court Valery Zorkin is true, and Basic law may change to eliminate them, consider in the Federation Council Committee on constitutional legislation.

Earlier Zorkin in interview «Rossiyskaya Gazeta» stated that the Russian Constitution has flaws, but they can be addressed point changes. Among the disadvantages Zorkin called the lack of clarity in the distribution of powers between the President and the government in determining the status of the presidential administration and powers of the Prosecutor’s office. In his opinion, deficiencies exist in the delimitation of subjects of competence and powers between the Federation and its constituent entities.

«I absolutely agree with the President of the constitutional court of the Russian Federation in its definition of the shortcomings of the Constitution. Perhaps he still pointed out its shortcomings,» — said RIA Novosti Deputy Chairman of the constitutional Committee of the Federation Council Alexander Bashkin.

He stressed that the Basic law, like all man-made, cannot be «a priori perfect».

«And this is the meaning of the law enforcement practice to see if that needs legislation to be improved, and, if necessary, make changes to it,» said the Senator.

Bashkin said that over the last 10 years the Russian Constitution repeatedly underwent changes, in particular, the control powers of the state Duma, the composition of the Federation and judicial reform in the country.
