The Secretary General of the Council of Europe Jagland Torbjorn reported that he had informed the permanent representatives of the authorized body of the Council of Europe Committee of foreign Ministers on the preparations for the budget for next year without financial contribution from the Russian Federation. He noted that countries that may ask Russia to withdraw from the organization.

«I have just informed the Committee of Ministers of the 47 member countries about the preparation of the budget of 2019, without financial contribution from the Russian Federation», — he said to Russian journalists in Strasbourg today.

The treatment received by RIA Novosti, he also pointed out that «our member States will have to make a decision about the default of Russia. This procedure can lead to the fact that Russia will be asked to leave.»

However, he noted that «it’s not too late to prevent RUXIT».

«I urge our governments to take seriously and responsibly to find a solution with Russia. It should be a dialogue at the highest level at the conference of foreign Ministers in Helsinki in may of 2019», — he said.

According to Jagland, «Russia is part of Europe, and Russia takes its place in this unique pan-European organization.»

«We need each other: Europe needs Russia and Russia needs Europe», he added, noting that «… Russia and its citizens have benefited from membership in the Council of Europe».

Council of Europe Secretary General thorbjørn Jagland on Wednesday during the autumn session of the parliamentary Assembly of the Council of Europe stated that «if Russia does not begin to pay contributions to the budget of the Council of Europe until June 2019, the Committee of Ministers of the organization not only can, but will be required to be removed from the list of member countries».

The Russian delegation in PACE in April 2014 was denied the right to vote because of events in Ukraine and the reunification of the Crimea with Russia. In 2015, the PACE has twice considered the question of the restoration of Russian delegation’s credentials, but then the sanctions became tougher. In response, the Russian delegation said the refusal to work under such conditions, and in 2016-2018 did not request confirmation of their authority due to the persistence in Strasbourg anti-Russian sentiment.

At the end of June 2017, it became known that Moscow suspends the payment of its contribution to the Council of Europe in connection with the participation of the Russian delegation in the PACE.
