The need to reduce barriers for Russian speakers who want to live in Russia, said the Chairman of state Duma Committee on civil society development issues, public and religious organisations Sergey Gavrilov.
The state Duma Committee on civil society development issues, public and religious associations at the meeting on Tuesday reviewed the draft concept of state migration policy of the Russian Federation for the period up to 2025.
«We need to move towards maximum to remove barriers to our compatriots, Russian native speakers who wish to permanently tie their lives and the lives of their children with Russia», — quotes Gavrilov, the press service of the Committee following the meeting of the Committee.
The politician stressed that the document «is complex and, in General, deserves support as a base for further refinement and formation on its basis of the «road map» with specific ways of solving existing problems.» The MP proposes to revise a system of regional quotas for compatriots.
«We need to take a different approach, for example, when the national agrees in advance on future work, sign a document with the employer, who shall notify the authority of the interior Ministry on migration issues. And it will be the basis of receiving a temporary residence permit and without regard to quotas,» he said.
The MP believes that one of the basic principles of state migration policy should be the protection of the labour market in Russia. He added that the situation is unacceptable, when companies hire foreigners and pay them lower salaries (at the level of the minimum wage) to save and to win the competition.
Gavrilov proposed to include a new main directions of state migration policy. So, it is suggested to improve the procedure for obtaining the right to stay in Russia for work. Thus, there will be conditions for highly skilled foreigners, whose competence needs of the Russian economy. He also proposed to work on the entry restrictions for foreign low-skilled workers.
Empowerment to represent in a simplified procedure of Russian citizenship to native Russian speakers, culturally related to Russia and seeing their future and the future of children in permanent residence on the territory of the Russian Federation, according to policy, is an important issue.
