The Russian foreign Ministry agreed steps for resolving a crisis situation with the COE on the basis of compliance with Council of Europe requirements of the Charter, is spoken in the message of Department of information and press of the Russian foreign Ministry.

«On October 23 under the chairmanship of the Minister of foreign Affairs of the Russian Federation Sergey Lavrov held a regular meeting of the interdepartmental Commission of the Russian Federation for Affairs of the Council of Europe (COE)», — stated in the document.

«The meeting participants discussed the status and prospects of further cooperation of Russia with the Council of Europe in the context of a systemic crisis of the statutory bodies of the Organization caused the unlawful discriminatory action of the parliamentary Assembly in respect of the Russian delegation,» — said in the message.

It notes that the agreed further steps of Russia, aimed at resolving the crisis «through full compliance by all member States of the Council of Europe requirements of its Charter.»

The Russian delegation in PACE in April 2014 was denied the right to vote because of events in Ukraine and the reunification of the Crimea with Russia. In 2015, the PACE has twice considered the question of the restoration of Russian delegation’s credentials, but then the sanctions became tougher. In response, the Russian delegation said the refusal to work under such conditions, and in 2016-2018 did not request confirmation of their authority due to the persistence in Strasbourg anti-Russian sentiment.

At the end of June 2017, it became known that Moscow suspends the payment of its contribution to the Council of Europe in connection with the participation of the Russian delegation in the PACE. This year, Russia has continued to pay its contribution. The Secretary General of the Council of Europe thorbjørn Jagland last week, citing the Statute, said that if the country does not pay two years contributions statutory body — the Committee of Ministers may consider the issue of the exclusion of this country. A two-year term comes to Russia at the end of June 2019.
