The state Duma adopted in the second reading a bill to abolish the additional pension for the preferences of deputies and senators.

The bill proposes to give the deputies of the state Duma or members of the Federation Council the right to voluntarily waive monthly benefits, by submitting an application to the Minister of labour and social protection of the Russian Federation. In the case of voluntary refusal of a citizen from the monthly benefits paid will not be re-installed.

«When preparing the bill a second reading, the Committee received two amendments of a technical and editorial nature, they are included in table one and are recommended by the relevant Committee for adoption,» said a member of the Committee for control and regulation Dmitry Lamaka during the discussion of draft in plenary.

«United Russia» on 6 September in the state Duma introduced the first package of amendments to the bill on changes to the pension system. The number of the amendments, in particular, was the amendment on the abolition of the additional pension preferences of deputies and senators.

Speaker of the state Duma Vyacheslav Volodin has said that he considers it right that MPs who have extra income, do not count on parliamentary allowances to pensions. He also stated that he supports this legislative initiative.

The state Duma 27 September adopted in the third reading the law on the improvement of the pension system and 3 October it was approved by the Federation Council. Originally, the government bill for the gradual raising of age of retirement to 65 years for men and 63 years for women, however, in the second reading in the state Duma took into account proposals of the President of Russian Federation Vladimir Putin, and now the document provides a boost for all of five years — to 65 for men and 60 for women.

Lawmakers on the initiative of the head of state has provided a number of other measures for mitigating solutions in particular, early retirement for mothers of large families and the introduction of measures for the protection of persons close to retirement age, including raising unemployment benefits and the introduction of liability for employers for dismissal before retirement.

Earlier, first Vice Prime Minister — Minister of Finance Anton Siluanov said that the Russian government is planning the indexation of pensions in 2019 by 7%, that is, they will grow in real terms even with inflation above forecasts. He also assured that the budget will provide funding for indexing pensions faster than inflation, this will increase the amount of the transfer to the Pension Fund.

Now the standard age of retirement in Russia is 60 and 55 years for men and women respectively prescribed by law the retirement age established in the 1930-ies. The question of raising the retirement age has been discussed for quite some time. The need for this is caused by growing life expectancy and the inability to provide a decent pension in circumstances when the number of employees in the country decreases, while the number of pensioners, by contrast, is growing. Today, in most countries the retirement age is 60-65 years.
